North_Carolina PDH  Florida Contractor Continuing Education Requirements

Listed below is a summary of Florida State Certified Contractor and Registered Contractor requirements:

Hours Required: 14 Hours biennially
Renewal Deadline: Renewals for Certified Contractors are due by August 31st even years
Renewals for Registered Contractors are due by August 31st odd years
Carryover Allowed: 0
Course Approval: All course work must be approved by the Board. On-Line-Classes is an approved provider. Provider # PVD1079
Course Content: 14 hours of Continuing Education must include:
     (1) Hour of Workplace Safety
     (1) Hour of Business Practices
     (1) Hour of Workers’ Compensation
     (1) Hour of Advanced 2007 Florida Building Code
     (1) Hour of Laws and Rules
     (1) Hour of Wind Mitigation Methodologies (General, Building, Residential, Roofing,   Specialty Structure & Glazing)
     (8) Hours of General Credits which may be any classes relevant to the Construction Industry that are approved by the board.
Contractor Reporting: Chapter 455, Florida Statutes, now requires the Department of Business and Professional Regulation to monitor all continuing education (CE) activities of licensees. Therefore, providers are required to submit student rosters electronically to the department. This initiative ensures 100% compliance through monitoring.

Valid Course Work: (1) The content of Board approved courses must be business, trade, workers' compensation, laws and rules related to the construction industry, or safety topics relevant to the construction industry.
(2) A person who holds more than one certificate or registration issued by the Board is required to complete the continuing education requirements only once during each biennial certification renewal period and only once during each biennial registration period, providing all applicable license numbers to the course provider at the time of registration to ensure proper reporting of CE hours. Workers’ compensation, work place safety and business practice courses approved for the continuing education requirements for persons certified or registered under Chapter 489, Part II, F.S., shall be accepted for continuing education for renewal under this rule.
(3) Any course approved for the continuing education requirements for persons certified under Chapter 468, Part XII, F.S., which meet the criteria for course content approved by this Board, shall be accepted for continuing education for renewal under this rule, for persons who are certified under Part XII or who are certified or registered under this part.
(4) The Board shall grant a maximum of four (4) hours of continuing education credit, on an hour   for hour basis, to any licensee who participates as a member of any technical advisory committee to the Florida Building Code Commission within the Department of Community Affairs. The licensee must submit documentation of such participation to the Department within five (5) days of the date of completion.
(5) Continuing education credit shall be granted to instructors, teachers, lecturers, panelists and discussion leaders of a specific continuing education course, on an hour for hour basis, for the first presentation each renewal cycle.
(6) Continuing education credit for a specific course will be awarded only once for each renewal cycle.
(7) A person is not required to complete any continuing education requirements for the year in which a certificate or a registration is initially issued. Any person who obtains a certificate or a registration more than 12 months prior to the end of a biennial period is required to complete seven hours of approved continuing education as a condition of the first renewal of the certificate or registration. (8) Credit may be earned for assisting in exam development.

Massachusetts Contractor Continuing Ed  Massachusetts Contractor Continuing Education Requirements

Listed below is a summary of Massachusetts State requirements:

Hours Required: Unrestricted Construction Supervisors License, 12 Hours
Restricted Construction Supervisors License, 10 Hours
Specialty Construction Supervisors License, 6 Hours
     (Masonry, Roofing, Windows-Siding, Demolition, Burning Fuel, Insulation)
Renewal Deadline: All Construction Supervisor License holders are required to complete the appropriate number of continuing education each two-year renewal cycle.  A renewal license shall expire two years from the date of issuance which shall be noted on said license and may be renewed. A renewal license shall not be issued unless application therefore is made within sixty days of the date of expiration of the most recently issued license.
Online PDHs: There is no limit on the number of CEUs that can be earned through online continuing education classes.
Carryover Allowed: No hours can be carried over.
Contractor Course Approval: Courses must be approved by the BBRS in advance and will be approved on the basis of the applicant's compliance with the provisions of this section relating to continuing education in the regulated industries. The BBRS shall make the final determination as to the approval and assignment of credit hours for courses. Courses must be at least one hour in length.
Contractor Course Content: The following hour(s) of continuing education topics are required:
     Code Review one (1) hour
     Workplace Safety one (1) hour
     Business Practices / Workers’ Compensation one (1) hour
     Energy (except Demolition Specialty License) one (1) hour
     Lead Safe Practices (only first renewal cycle) one (1) hour
The remainder credit hours to be completed by approved electives.
Course examinations will not be required for continuing education courses unless they are required by the instructor.
Contractor Reporting: Licensees are responsible for maintaining copies of course completion certificates. A qualifying licensee must provide proof of completion of required hours of continuing education per two year license cycle in the appropriate category in which the licensee is licensed.

Valid Contractor Course Work: Continuing education consists of approved courses that impart appropriate and related knowledge in the regulated industries. Courses may include relevant materials that are included in licensing exams subject to the limitations imposed in 780 CMR 110.R5.4.6, item 1. The burden of demonstrating that courses impart appropriate and related knowledge is upon the person seeking approval or credit.

Course examinations will not be required for continuing education courses unless they are required by the instructor.
Unless determined by the coordinator textbooks are not required to be used for continuing education courses. The coordinator must provide students with a syllabus containing, at a minimum, the course title, the times and dates of the course offering, the names and addresses or telephone numbers and email address of the course coordinator and instructor, and a detailed outline of the subject materials to be covered. Any written or printed material given to students must be of readable quality and contain accurate and current information.

Upon completion of an approved course, licensees shall earn one hour of continuing education credit for each hour approved by the BBRS. Each continuing education course must be attended in its entirety in order to receive credit for the number of approved hours. Courses may be approved for full or partial credit, and for more than one regulated industry.
Continuing education credit in an approved course shall be awarded to presenting instructors on the basis of one credit for each hour of preparation for the initial presentation, which may not exceed three hours total credit for each approved course. Continuing education credit may not be earned if the licensee has previously obtained credit for the same course as a licensee or as an instructor within the Current licensing cycle.

The following courses will not be approved for credit:
1. courses designed solely to prepare students for a license examination in a discipline other than CSL;
2. courses in mechanical office skills, including typing, speed reading, or other machines or equipment. Computer or business skills courses are allowed, if appropriate and related to the regulated industry of the licensee;
3. courses in motivation, psychology, or any other course not related to the building industry
4. courses that are primarily intended to impart knowledge of specific products of specific companies, if the use of the product or products relates to the sales promotion or marketing of one or more of the products discussed.

110.R5.4.7 Course Approval:  Courses must be approved by the BBRS in advance and will be approve on the basis of the applicant's compliance with the provisions of this section relating to continuing education in the regulated industries. The BBRS shall make the final determination as to the approval and assignment of credit hours for courses. Courses must be at least one hour in length.

Approval will not be granted for time spent on meals or other unrelated activities. Breaks may not be accumulated in order to dismiss the class early. Classes shall not be offered to any one student for longer than six hours in one day, excluding meal breaks.

Application for course approval must be submitted 120 days before the course offering.
Approval is granted for a subsequent offering of identical continuing education courses without requiring a new application if the course is offered within the approved 24 month cycle. The BBRS shall deny future offerings of courses if they are found not to be in compliance with the laws relating to course approval. Course shall be updated subject to periodic review by the BBRS to ensure currency with technological changes in the building code.
Contractor Recordkeeping: The BBRS reserves the right to audit subject offerings with or without notice to the coordinator. R5.4.18 Falsification of reports: Anyone found to have falsified an education report to the BBRS shall be subject to limitation, condition, suspension of the license, course coordinator approval or instructor approval can be revoked and/or fined up to $1,000.00. The BBRS reserves the right to audit a licensee's continuing education records.




Massachusetts Construction Supervisor License Continuing Education Picture 2  Utah Contractor Requirements

Listed below is a summary of Utah State Continuing Education and License Renewal requirements:

Hours Required: 6 hours every two years.
Renewal Deadline: November 30th every odd year.
Online PDHs: There is no limit on the number of CEUs that can be earned through online continuing education classes.
Carryover Allowed: No hours can be carried over.
Contractor Course Approval: On-Line-Classes is an approved provider by Utah Division of Occupational and Professional Licensing. A CE course provider shall submit continuing education courses for approval to the continuing education registry and shall submit verification of attendance and completion on behalf of licensees attending and completing the program directly to the continuing education registry in the format required by the continuing education registry. The Division shall review continuing education courses which have been submitted through the continuing education registry and approve only those CE courses which meet the standards.
Contractor Course Content: The following hours of continuing education topics are required:
- Minimum of three hours of Core Education ( construction codes, construction laws, OSHA 10 or OSHA 30 safety training, governmental regulations pertaining to the construction trades and employment verification and payment practices.)
- Three hours in Professional Education hours ( subjective subjects dealing with planning and zoning, energy conservation, professional development, arbitration practices, estimating, finance and bookkeeping, marketing techniques, servicing clients, personal and property protection for the licensee and licensee's clients and similar topics.
Contractor Reporting: Contractors do not need to submit continuing education certificate(s) unless audited and specifically requested to do so by the division. Contractors are required to maintain proof of continuing education certificates for two years after they are due.

Valid Contractor Course Work: A continuing education course shall meet the following standards:
(a) Time. Each hour of continuing education course credit shall consist of 50 minutes of education in the form of seminars, lectures, conferences, training sessions or distance learning modules. The remaining ten minutes is to allow for breaks.
(b) Provider. The CE course provider shall meet the requirements of this Section and shall be one of the following:
- a recognized accredited college or university;
- a state or federal agency;
- a professional association or organization involved in the construction trades; or
- a commercial continuing education provider providing a program related to the construction trades.
(c) Content. The content of the CE course shall be relevant to the practice of the construction trades and consistent with the laws and rules of this state.
(d) Objectives. The learning objectives of the CE course shall be reasonably and clearly stated.
(e) Teaching Methods. The CE course shall be presented in a competent, well organized and sequential manner consistent with the stated purpose and objective of the program.
(f) Faculty. The CE course shall be prepared and presented by individuals who are qualified by education, training and experience.
(g) Distance learning. A CE course that is provided through Internet or home study may be recognized for continuing education if the course verifies registration and participation in the course by means of a test demonstrating that the participant has learned the material presented. Test questions shall be randomized for each participant.
(h) Documentation. The CE course provider shall have a competent method of registration of individuals who actually completed the course, shall maintain records of attendance that are available for review by the Division and shall provide individuals completing the course a certificate that contains the following information:
(1) the date of the course;
(2) the name of the course provider;
(3) the name of the instructor;
(4) the course title;
(5) the hours of continuing education credit and type of credit (core or professional);
(6) the attendee's name; and
(7) the signature of the course provider.
The following CE course subject matter is not acceptable as core education or professional education hours: mechanical office and business skills, such as typing, speed reading, memory improvement and report writing; physical well-being or personal development, such as personal motivation, stress management, time management, dress for success, or similar subjects; presentations by a supplier or a supplier representative to promote a particular product or line of products; and meetings held in conjunction with the general business of the licensee or employer.
Contractor Recordkeeping: Each Utah licensee shall maintain adequate documentation as proof of compliance with this section, such as certificates of completion, course handouts and materials. The licensee shall retain this proof for a period of three years from the end of the renewal period for which the continuing education is due. Each licensee shall assure that the course provider has submitted the verification of attendance to the continuing education registry on behalf of the licensee as specified in Subsection (8). Alternatively, the licensee may submit the course for approval and pay any course approval fees and attendance recording fees.
